Dear Victoria,

Good day.

I am writing this letter to provide TEC and your unit full legal, ethical and formal rights over usage of software products, which is important to formally have this letter. I have to do this formally because of the possible claim that may be arise within and/or outside TEC, which such claim cases has become very common in the industry recently.

I am happy that you are able to open the database to look at the backend. You have now full access on everything how the software. However, to make use of all the services embodied, changes and other needs of TEC in the software, the password alone is not the whole issue.

Therefore, this email is my sincere confirmation that TEC and your office deserve the whole body of knowledge of the UCIS7 by getting the full rights of whatsoever. Thus, I have attached a formal letter with subject: “Unit Cost Information System 2007 (UCIS7) made Non-Proprietary to TEC”.

Its content is copied below as follows:

Date: 30 August 2010

Ref: VSD/10/2002

To: Tertiary Education Council

Botswana

Subject: Unit Cost Information System 2007 (UCIS7) made Non-Proprietary to TEC

With this formal letter bearing the software company I (Aleazar Tilahun, founder and general manager of Volun), inform Tertiary Education Council (TEC) in Botswana the following letter of property right nullification.

From 30th August 2010 on, formerly inbuilt of the right to use (ususfructus) and of any property rights protections by law on the UCIS7 software formally active before this day and possibly in the future, are now removed from the developer side. In effect, Mr. Aleazar Tilahun has given full rights (ususabusus) and made UCIS7 technically and legally open and be owned by TEC including TEC’s stakeholders, tertiary education institutions and the general public users in Botswana. Therefore, TEC is now free to use UCIS7 according to its needs including full rights over

1. Copy, Edit, Delete, Reuse of the source code, design, methods and whatever knowledge embodied in UCIS7

2. Duplication and distribution of the software to tertiary education institutions and stakeholders in Botswana

3. Integrate, Scale-up and Scale-out all the source code, design, methods, etc to other database technologies

Apparently, one commitment I request of TEC and recipients of the software or its services is the mentioning and/or citation of the name of the software and the developer as stated on the immediate line below:

Best Wishes and Regards,

Aleazar Tilahun
